Mr. Kapani has over 20 years’ experience in the information technology industry. He founded ECS in 2001, with one contract and a handful of employees. Beginning in 2004, Mr. Kapani began hiring strategic personnel, and the company began to double in size at a rapid pace. He infused his beliefs in the corporate culture by creating a professional services firm focused on excellence, discipline and process. His management style places an emphasis on customer satisfaction and methodologies to ensure the highest levels of quality. Mr. Kapani was the Chief Executive Officer until he promoted George Wilson in February 2014.
Mr. Kapani previously held executive leadership positions with Computer Based Systems, Inc. (CBSI), and AverStar.
Mr. Kapani holds a Bachelor of Science in Computer Science from the University of Maryland College Park. He earned his Master of Business Administration in Finance from George Washington University. Mr. Kapani is on the Sibley Memorial Hospital Foundation Board and the National Cathedral School Board. He is also an active member of the Young Presidents' Organization and the Economic Club of Washington, DC.
Mr. Wilson joined ECS in 2011 as Chief Strategy Officer and led efforts to accelerate growth through acquisitions that strengthen customer positions and company capabilities. ECS has completed multiple successful acquisitions and delivers advanced engineering solutions to customers dealing with mission critical issues of National importance. ECS continues to deliver above market growth and solutions to intelligence customers, Department of Justice, Department of Homeland Security, Defense Health Agency, all Defense services, and Federal civilian customers requiring complex engineering solutions. In February 2014, Mr. Wilson was promoted to President and Chief Executive Officer. Mr. Wilson also serves on the ECS Board of Directors.
Prior to joining ECS, Mr. Wilson was instrumental in growing Stanley Inc. from a small, private business with 20 employees and $2 million in revenue to a public company of nearly 6,000 employees and more than $900 million in annual revenue. While at Stanley, Mr. Wilson organized and led executive teams responsible for customer relations, corporate development, business growth, strategic investments and company strategy. He was a member of Stanley's Board of Directors and as well as Executive Vice President when he supported Stanley's successful initial public offering in 2006, completed key acquisitions, and supported Stanley's sale to CGI in September 2010.
Mr. Wilson holds a Bachelor of Science in Electrical Engineering from United States Naval Academy and a Master of Business Administration from George Washington University. He also serves on the Brain Injury Services Board of Directors and Member of the Board of Directors for the Washington Choral Arts.
Mr. Weston joined ECS as Senior Vice President and Chief Financial Officer in 2015. He has over 27 years of industry experience and is responsible for the company's finance, tax and accounting activities, its mergers and acquisitions program, and all of the company's banking and treasury functions. In addition, Mr. Weston has oversight of the company's contracts, facilities, and human resources departments. In addition to his role as CFO, Mr. Weston serves as ECS Corporate Secretary and Treasurer.
Prior to joining ECS, Mr. Weston was the Executive Vice President and Chief Financial Officer for Acentia LLC, where in April 2015 he led the sale of Acentia to MAXIMUS, Inc. He joined Acentia from QinetiQ Group plc, a publicly traded UK-based provider of information technology services where he was Chief Financial Officer for QinetiQ’s North American operations. Mr. Weston was instrumental in driving the rapid growth of QinetiQ North America, which included 6,000 employees and $1.5 billion in annual revenue supporting multiple branches of the Federal Government. Mr. Weston began his career at the large international accounting firm of KPMG LLP, where he was a Senior Manager in the Assurance Services practice.
Mr. Weston graduated from James Madison University and is a certified public accountant. He is a member of the American Institute of Certified Public Accountants and the Virginia Society of Certified Public Accountants. Mr. Weston also serves on the board of NeoSystems Corporation.
John Magee is a senior leader with over 29 years of progressive experience. Mr. Magee is responsible for leading the comprehensive corporate process and discipline related to business development, RFP tracking and pipeline, proposals, forecasting new business and existing contract revenue and profitability, special projects, recruiting and strategic corporate communications.
Previously, Mr. Magee supported the OPNAV, JIAMDO, MDA/Aegis BMD Program Office as the Technical Director in the area of Fleet Readiness/War-Games/Exercises and Concept of Operations, and PEO Surface Combatants as the DDG 51 Production Contract Manager.
Mr. Magee served in the Navy with operational tours aboard the USS Constellation (CV 64), USS Chosin (CG 65), USS Monterey (CG 61) and ashore as the PEO Surface Combatants Operational Readiness Officer and Chief of Staff.
Mr. Magee holds a BS degree from the University of Southern California.
Jackie Fendrock has over five years’ experience in the Federal Information Technology (IT) industry.
Currently, she supports multiple Federal Civilian accounts, with a focus on EPA, USPS, NOAA and USDA contracts. In addition, she assists in ECS’s acquisition efforts including the acquisitions of iLuMinA and Paradigm Technologies, Inc. Ms. Fendrock has worked in a variety of corporate and customer-facing positions.
Previously, Ms. Fendrock held positions at Lockheed Martin and Computer Sciences Corporation as a full time employee while attending school.
Ms. Fendrock holds a Bachelor of Science in Business Management and a Masters of Business Administration from Virginia Polytechnic Institute and State University.
Amie Milan has 15 years’ experience in the Information Technology (IT) field with both corporate and client management and leadership experience. Ms. Milan develops strategic business opportunities, partnerships, and teaming arrangements; pricing and contracting strategies; develops, negotiates, and manages business relationships and alliances; to include proposal development, presentations, and pricing.
Previously, Ms. Milan worked for Coalition Solutions Integrated, Inc. (CSI) where she led all business development efforts. Prior to CSI, Ms. Milan worked for Bearing Point where she provided technical and management support on multiple programs.
Ms. Milan holds an M.B.A. in Business Administration, University of Maryland University College, Adelphi, Maryland and a B.A. in Communications with concentration in Information Systems, University of Maryland College Park, College Park, Maryland.
Micheline Lopez- Estrada is an expert Systems Engineer and Product Manager with over 25 years of experience supporting various agencies within the Department of Defense in their Enterprise Business and Tactical Software Applications implementations. Ms. Lopez-Estrada’s results-oriented approach and proven leadership in developing and integrating enterprise applications for the Department of Defense has yielded in the fielding of multiple software applications to a combined user base of over two hundred thousand users. Her solid experience supporting the evaluation of acquisition strategies and technical approaches for enterprise applications have ensured that acquisition milestone decisions are achieved as planned. Her certifications include ITIL, DAWIA Level III Program Management; Systems Planning, Research Development and Engineering and Test and Evaluation Career Field, NAWC-AD Avionics Systems Engineering Test and Evaluation Course.
Ms. Lopez-Estrada holds a degree in Computer Sciences from the Interamerican University, Puerto Rico and a degree in Computer Engineering from the University of Puerto Rico. She also received her MBA from the Florida Institute of Technology and an MS in Technical Management from Johns Hopkins University.
Tess Swatt has over 25 years of technical experience including 17 years of increasingly complex management experience. Currently, Ms. Swatt is responsible for all operations and performance for contracts within her division. She oversees contracts and business development for the US Postal Service (USPS), Department of Labor (DOL), Department of Housing and Urban Development (HUD), US Department of Agriculture (USDA), and the Federal Communications Commission (FCC).
Previously, Ms. Swatt was employed at Harris Corporation and prior to that she was with Northrup Grumman where she was responsible for the operations of multiple contracts ranging from $5M to $250M.
Ms. Swatt is PMP and ITIL certified and holds an MBA from Christian Brothers University in Memphis, TN and a BS in Management with a concentration in Information Systems from Rensselaer Polytechnic Institute in Troy, NY
Jeff Peter has 20 years of technical experience in engineering and technical support, acquisition and program management, operational and risk management, life cycle management, ILS, product cost management, Total Ownership Cost (TOC) reduction, and configuration management within DOD, DOC and the private sector. Mr. Peter also has more than 15 years in management and supervising engineering, scientific, technical and support staff members, with the last 5 years in an executive capacity.
Mr. Peter currently manages several vessel design and construction contracts as well as monitors and oversees all contract progress for his division. He is responsible for all aspects of contract and program management including developing procedures, planning and directing the technical, programming, maintenance, the financial controls and administrative functions.
Mr. Peter is a certified Project Management Professional (PMP) and holds a BS in Mechanical Engineering from Iowa State University.
Gustavo Rubio has 16 years’ experience in environmental science. Currently, Mr. Rubio manages and oversees multiple multimillion dollar contracts for the National Oceanic and Atmospheric Administration (NOAA) and U.S. Coast Guard. Throughout his career, he has provided scientific and project management support to various NOAA programs.
Previously, Mr. Rubio supported Environmental Protection Agency’s Ocean and Coastal Protection Division where he participated in preparing environmental management reports and coordinating the development of a collaborative watershed planning tool (Plan2Fund) and watershed funding database (Directory of Watershed Resources). While at the Florida International University, he designed environmental sampling experiments and created and maintained the Florida Everglades water quality database.
Mr. Rubio holds an M.S. in Wetland and Estuarine Ecology from Florida International University, B.S. in Marine Biology, Chemistry and Business Administration for the University of Mobile. He is also a certified Project Management Professional.
Randy Ball has over 35 years of leadership, software development, technical and program management experience. Mr. Ball retired from the US Army as a Colonel with over 26 years of service; his assignments included Project Manager for WARSIM at Program Executive Office (PEO) for Simulation, Training and Instrumentation, Product Manager at PEO for Command, Control, and Communications Systems, Army Visiting Scholar at MIT and combat experience during Desert Storm. Since his retirement from the Army, Mr. Ball served as a Vice President at SAIC, most recently as the Modeling and Simulation Director for the Army’s Future Combat System program and previously serving as a Division Manager leading a division with $40M in annual revenue and more than 150 employees and subcontractors developing and supporting PEO STRI managed DoD modeling and simulation programs. Mr. Ball leads the Acquisition Management & Program Support Division, providing systems engineering and technical assistance for Army and DoD programs.
Mr. Ball holds a bachelors degree in Mathematics from the Citadel and a master’s degree in Computer Science from Johns Hopkins University. He is a graduate of the Army War College, active in the Orlando M&S community and is a member of the AUSA Sunshine Chapter Executive Committee.
Tim Wilde has over 19 years of progressive operations experience with Federal service contracts.
Currently, Mr. Wilde is responsible for leading and overseeing the business development and contract operations for clients such as the Missile Defense Agency (MDA), Defense Information Systems Agency (DISA), and the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics (OUSD AT&L).
Previously, Mr. Wilde worked for Paradigm Technologies, Inc. (PTI) where he held multiple positions from analyst to vice president where he provided technical and management support services for multiple clients. Prior to PTI, Mr. Wilde performed as an analyst for SRA and Arist Corporation.
Mr. Wilde holds a BS and BA degree from Salisbury University.
Matt Edwards has over 23 years of progressive leadership experience within the defense and intelligence community. Mr. Edwards is a Vice President, responsible for leading the operations and business development activities for the Mission Analysis and Operations Division. He oversees contracts such as Commander Navy Instillations Command (CNIC), Naval Air Systems Command (NAVAIR), Program Executive Office for Integrated Warfare Systems (PEO IWS), the Office of Naval Intelligence (ONI), and the Office of Naval Research (ONR).
Previously Mr. Edwards ran a small aerospace corporation specializing in satellite command and control for the intelligence community and the Department of Defense.
Mr. Edwards holds a MS in Management with a graduate certificate in Leading & Managing Change from Marymount University and a BA in Management from DeSales University.
